But this indexing has always been blocked by the Government

Three scenarios, confusion by some members of the commission and a concern about growing stronger among the employees of France television... Yesterday, the Commission for the new public television chaired by Jean-François Copé unveiled the tracks that it intends to advocate for France 2, France 3 et al. without advertising. Measures distributed in three scenarios that are not "final" or "exclusive of each other" was held to clarify Jean-François Copé. But who have in common to anticipate an increase in the levy.

Side calendar, the commission wishes to indeed a case of advertising after 20 hours on all channels, public from September 1, 2009, and a total deletion on January 1, 2012, that dissemination will be completely switched in digital mode. She will need finance to offset the shortfall advertising, 450 million euros during the transitional period (until January 1, 2012) and 650 million then. She advocates keep sponsorship, advertising on RFO, new media and Internet sites, and regional offices of France 3.

The commission did not decide on the funding, because the internal debates were very lively, especially on the increase in the levy. Overall, it offers to play on three tables: the royalty, the creation of taxes (on telecoms operators and consumer electronics manufacturers) and tax adjudication on the part of the State. As we indicated yesterday, the levy on inflation indexing is approved by all members, Jean-François Copé included. This hypothesis is present in two of the three scenarios to offset profits France television, and even in the third to finance the new ambition of the public service ". But this indexing has always been blocked by the Government. Since Nicolas Sarkozy is hostile.

Increase in the fee, and not more its only indexing to inflation, but is mentioned in three scenarios: in the first, playing on enlargement base, secondary residences for example, and by a "progressive" catch-up of 2 to 5 of its amount. A 5 increase corresponds to 6 extra euros from 116 euros paid today by each household. The possibility of an increase of 10, which was included in the preparatory documents and would have resulted in a charge at 130 euros, is not explicitly mentioned. But in the second and third scenarios, the commission did in evokes not less up to 300 million more revenue from the levy to "fund the new ambitions of the public service". A scenario that has the blessings of several members, but refuses the President.

Taxes all

"Producers are mounted to the niche to request an increase in and trade with Jean-François Copé were stormy," said yesterday a member of the commission. "The levy subject to an internal debate between us which is not resolved, there may be several contributions from the commission," said Jean-François Copé yesterday.

To finance the shortfall advertising, Jean-François Copé rest preferred scenario tax on telecom operators: take 0,5 of their turnover yield 210 million. Finally, the third scenario favours the taxation of sales of consumer electronics, at height of 0.55. In three scenarios, it is expected that the royalty revenue attributed to RFI and INA (140 million in total) will be donated to France television. In this case, the INA will be financed by the private channels, which concerned (see below).

In the end, this profusion of tracks has accentuated the disorder, particularly in the Socialist members of the commission. "The coherence of the commission flies in chips," said MP Didier Mathus." I see more interest in the PS to stay within, but we are here also to defend the public television.

The topic of the presence of the PS will be debated at the beginning of next week.
